Devin Hester?

What is Devin Hester's natural position? He is listed as KR/PR on the bears official roster. Was he drafted to be a kick returner? I'm sure he had to have played some Offense or defense (or both) and was good enough to go to Miami and get drafted. Why doesn't he play more? I know he is starting to play WR but at what position did he get noticed?
