Is it illegal to open letters mistakenly mailed to your address or of previous owner you can't track anymore?

Yes, it's considered tampering unless it's addressed "...Or Present Resident." Just scribble on the front of the envelope either "Return to Sender" or "Recipient Address Change." You don't have to track it, the Postal Service or company that sent it has to.
