Do u believe that president arroyo really has something to do with the judicial killings in the philippines?

I think the president has nothing to do with this at least at her level however her "galamays" is the one doing these especially in the military(?). And for those soldiers(?) that were ordered to do these, maybe they were only told that these were the orders of the president, (who knows).
